There he set the strategic direction of an organisation of 5000 staff and annual budget of £320m and led the Force through challenging operational times which included six terror related attacks in a three -year period and a move to ‘Critical’ threat status on two occasions.
Providing public service policing in a largely privatised rail industry context led Paul to develop a unique policing approach to deliver statutory policing and public safety functions in a manner and style which took full account of the commercial imperatives of the operators. Under Paul’s leadership, this commercial approach coupled with a focus on innovation, enabled Policing activities to be clearly described to commercial partners in tangible monetised business outcomes.
That was founded upon a highly developed risk -based approach that drew on deep analysis of data to produce an evidence base, enhance situational awareness and therefore improved decision making, particularly in times of crisis. To support this commercial approach, he qualified as Chartered Director and became a Fellow of the Institute of Directors.
Paul is an accomplished leader in crisis management and disaster recovery, recognised for successfully balancing planning, mobilisation, maintaining organisational reputation, whilst withstanding public and political scrutiny. Examples include leading the response to the terrorist attacks on London Underground in 2005, the terror attacks in 2017, consequence management following major train crashes, and most recently the policing response during the Covid-19 crisis.
He is an experienced media spokesperson and regarded as an international expert and sought-after speaker on transport policing, CCTV and security, having presented for example in Singapore, Canada and the USA.
Paul played a major role in preparation for the London Olympics in 2012 and the transport policing operations. This included establishing a new armed policing and counter terrorism capability and establishing a CCTV hub which provided remote access to more than 55,000 CCTV cameras from disparate operator systems.
Since concluding his police career, Paul provides consultancy to a number of organisations. In particular he specialises in helping Transport operators across multiple modes and Government bodies to explore efficiency and improved public, organisational and staff safety along with overall policing and security.
Paul brings a wealth of knowledge and experience in the use of innovative and ground breaking technology and integrated advanced data analytics, machine learning and AI, together with techniques to find solutions by tackling long standing issues by examining them from different perspectives.
He was appointed OBE in the 2013 New Year honours and CBE in New Year 2020.
